Zoho CRM scores 4.3 out of 5 at Stacknota. Its strengths: a free forever plan for up to 3 users, an entry price of $14 per user per month billed yearly, and European data centers in Amsterdam and Dublin through zoho.eu. Its main limit is a longer learning curve, tied to the number of settings you can configure.

How does Zoho CRM score, and where does that score come from?
Zoho CRM gets 4.3 out of 5 in our assessment, level with HubSpot and above Pipedrive at 4.1 out of 5. The breakdown says more than the headline figure: 4.5 out of 5 on price, 4.5 on the free plan, 4.5 on features and 4.5 on GDPR, but only 3.5 out of 5 on ease of use.
Put differently, it checks almost every objective box (price, hosting, feature scope), and the real cost lands in setup time. The target profile is explicit in our file: small and mid-sized businesses that want a full CRM at a moderate price, with European hosting, and that already use or plan to use other Zoho apps.
| Criterion | Score | What backs it |
|---|---|---|
| Price | 4.5 / 5 | $14 per user per month billed yearly |
| Free plan | 4.5 / 5 | Free forever for up to 3 users |
| Ease of use | 3.5 / 5 | Many options, longer configuration |
| Features | 4.5 / 5 | Full CRM, connected to the other Zoho apps |
| GDPR | 4.5 / 5 | EU data centers in Amsterdam and Dublin |
Is the free plan for up to 3 users actually usable?
For a very small team, yes, with one important caveat about what we know of it. Zoho advertises a free plan described as free forever, capped at 3 users. That cap is the only element of this tier we were able to verify: storage limits and the exact list of accessible modules were not verified on our side, so we do not present them as known.
In practice, a freelancer with one or two colleagues can run deal tracking without a budget line, but will have to check inside the account whether the storage and module ceilings match their volume. The 3-user cap itself is clear cut: the fourth person pushes the whole team onto a paid plan.
That is a different approach from HubSpot, whose free CRM stops at 2 users, also with no time limit. If the free tier is your main criterion, our review of free CRM options covers what each of the three vendors actually includes.
What should you budget per user?
The paid entry point is Standard, listed at $20 per user per month billed monthly and $14 billed yearly. The three tiers above it are listed at $35 for Professional, $50 for Enterprise and $65 for the fourth and last plan, all billed monthly. One detail from Zoho’s official pricing data file: the amounts are identical in dollars and euros, plan by plan. Local taxes are added on top.
Two things deserve attention before you put a number in a spreadsheet. First, the annual discount varies by plan, up to 34%, which makes the gap between tiers less linear than it looks. Second, no mandatory onboarding fee appears in Zoho’s grid, unlike HubSpot, which charges a one-time $1,500 fee starting with its Professional plan. For a small business comparing the two, that structural difference matters as much as the monthly rate.
We do not repeat the full grid here: it is broken down plan by plan in our article on Zoho CRM pricing.
Does the European hosting hold up?
This is the strongest part of the file. Zoho runs European data centers in Amsterdam, Netherlands as the primary site and Dublin, Ireland as the secondary one. Accounts opened on the zoho.eu domain are stored and processed in the European Union. On the paperwork side, the vendor shows ISO 27001 and SOC 2 certifications, states that it applies GDPR controls across all of its operations, and provides a data processing agreement based on Standard Contractual Clauses on request from its legal team.
In our reading, the detail that decides the outcome is the signup domain. Zoho ties European residency to opening the account on zoho.eu, which is an action taken at creation time, not a toggle you find later in the settings. The conditions for migrating an existing account into the EU are not covered by the documents we checked. If you already hold an account outside zoho.eu, that is a question for the vendor before you commit.
On this ground, Zoho sits alongside the most explicit CRMs in our base: Pipedrive hosts European customers in Frankfurt or Dublin by default, and HubSpot operates a data center in Frankfurt. The difference is less about having an EU region than about how that region gets assigned.
What are the real limits to know?
Two, both identified in our assessment, and neither is a dealbreaker if you plan for it.
The first is onboarding. The interface and the configuration options are numerous, and that is what earns Zoho its lowest score, 3.5 out of 5 on ease of use. A highly configurable CRM demands decisions: fields, workflows, assignment rules, processes. If nobody internally is named to carry that work, the rollout stretches out. For comparison, Pipedrive scores 5 out of 5 on the same criterion with a deliberately simpler pipeline, but a narrower feature scope.
The second is the variable annual discount, up to 34% depending on the plan. The practical effect: the price jump between two tiers is not the same whether you pay monthly or yearly, and a calculation done on one plan does not transfer to another. Compare the figures listed for the plan you are actually targeting.
One gray area remains, and we flag it as such: the detailed contents of the free plan beyond the 3-user cap were not verified. We are not concluding that Zoho does not publish them, only that we did not confirm them.
Which AI features come with which plan?
AI is split across tiers, and that split is worth reading before you choose. AI agents appear from Standard, alongside assignment rules, workflows, follow-up cadences, reports and sales forecasting. AI email insights only arrive with Professional, together with CPQ (quotes and pricing rules), Blueprint guided processes, inventory management and the Google Ads integration. The Zia sales assistant is reserved for Enterprise, with customer journeys, territory management, custom functions and the customer portal. The fourth tier, listed at $65 per user per month billed monthly and $52 billed yearly, repeats the Enterprise contents with higher feature limits.
In our reading, Professional at $23 per user per month billed yearly is the most interesting step for a small business that wants AI applied to daily sales work: it adds email insights and guided processes without crossing into the $40 of Enterprise. If your need stops at automated follow-ups, Standard covers it.
We do not measure the quality of these features. Our assessment covers what is included in which plan and at what price, not model performance. For how the three big CRMs position themselves here, our article on AI in CRM details what each one automates.
Who is Zoho CRM the right pick for?
| Your profile | Our reading |
|---|---|
| Freelancer or pair getting started | The free plan for up to 3 users is enough to structure deal tracking, provided you check the ceilings inside the account |
| Small business with a tight budget | The $14 per user entry price billed yearly, with no mandatory onboarding fee, is the most concrete argument |
| Company with an EU residency requirement | Amsterdam and Dublin through zoho.eu answer the need, as long as the account is created on the right domain |
| Team already running Zoho tools | Continuity with the vendor’s other apps is one of the strong points in the file |
| Sales team that wants simple, right now | The longer onboarding works against Zoho, and a more direct pipeline will fit better |
To choose between Zoho CRM, HubSpot and Pipedrive, our best CRM for small business comparison puts all three against the same criteria.
What is our verdict?
In our base, Zoho CRM is one of the few CRMs to combine a low entry price ($14 per user per month billed yearly), a lasting free plan for up to 3 users and documented data residency in the European Union. That combination is uncommon, and it is what lifts the score to 4.3 out of 5.
The tradeoff is predictable: you pay in configuration time what you save on subscription. For a small business with someone ready to set the tool up, or one already inside the Zoho ecosystem, the equation works. For a team that wants an operating pipeline in an afternoon with no setup decisions, the 3.5 out of 5 on ease of use is a signal to take seriously. And in every case, create the account on zoho.eu if European residency is one of your requirements: that decision gets made on day one.
Frequently asked questions
Is Zoho CRM really free?
Yes. Zoho advertises a free plan described as free forever, capped at 3 users. That cap is the only limit on this tier we were able to verify: storage ceilings and the exact list of available modules were not verified on our side. Past 3 users, you move to the paid Standard plan.
How much does Zoho CRM cost per user?
Standard is listed at $20 per user per month billed monthly and $14 billed yearly. Above that, Professional is $35, Enterprise is $50 and the fourth tier is $65 per user per month billed monthly. Zoho lists identical amounts in dollars and euros, with local taxes added on top.
Where is Zoho CRM data hosted?
European hosting applies if you open your account on the zoho.eu domain. In that case data is stored and processed in the European Union, with a primary data center in Amsterdam, Netherlands and a secondary one in Dublin, Ireland. Other regions were not covered by the documents we checked.
Is Zoho CRM GDPR compliant?
Zoho states that it applies GDPR controls across all of its operations, and shows ISO 27001 and SOC 2 certifications. A data processing agreement based on Standard Contractual Clauses is available on request from the vendor legal team.
What AI features does Zoho CRM include?
AI agents appear from the Standard plan. AI email insights arrive with Professional, and the Zia sales assistant with Enterprise. What you get therefore depends on the tier you pick, not on a single AI add-on.
Is Zoho CRM good for a small business?
The low entry price and the free plan for up to 3 users make it reachable for small teams. The number of configuration options stretches the setup phase, so budget time for it, or outside help, if nobody internally owns the project.
